EASTERN
WASHINGTON COUNTY RURAL PLANNING ORGANIZATION MEETING
A meeting of the
Eastern Washington County Rural Planning Organization's Rural
Transportation
Executive Council (RTEC) will be held on Thursday, February 23, 2012 at
1:30
pm. The meeting will be held at the Toquerville City Hall located at 212 N Toquer Blvd,
Toquerville, Utah.
This meeting is open to the public.

notification letter, the Community and Economic
Development staff received back Capital
Improvement Lists (CILs) packet from many counties, cities, towns and
special
service districts in the Five County region. Data provided from
the updated Capital
Improvement Lists is incorporated by our staff into the Utah Permanent
Community Impact Fund Board (CIB)
prioritized project lists. These documents are used for funding
decisions by the
Community
Impact Fund Board. We will be holding a meeting in each county in late February and early March to prioritize the 1-Year CIB Project lists by consensus of the attendees. They will be held on the following dates and times: Feb. 21, 11:00 a.m. Beaver County Administration Building (Commission Chambers); Feb. 21, 3:00 p.m. Cedar City & Brian Head Visitors Center (Conference Room); Feb. 28, 10:30 a.m. Kane County Courthouse (Commission Chambers); Feb. 28, 3:00 p.m. Panguitch City Library (City Council Chambers); Mar. 1, 2:00 p.m. Five County AOG Bldg. in Tonaquint Center, St. George (Conference Room). Notice of these meetings will be mailed to all eligible entities in the Five County AOG region. KANE
COUNTY
GENERAL PLAN UPDATE COMPLETED
The
Community and Economic
Development Division staff of the Five County Association of
Governments has completed work with Kane County on an update of the
Kane County General
Plan which was created in 1998. A general plan provides for the health,
safety and general welfare of both residents and visitors to Kane
County. A
seperate WordPress-based web
site has been created where the Plan Update process followed is
explained and the adopted documents are presented.

GEORGE DOWN PAYMENT ASSISTANCE PROGRAM
** FUNDING FOR THIS PROGRAM HAS BEEN
EXPENDED. ADDITIONAL FUNDING WILL BE MADE AVAILABLE JULY 1, 2012 **St. George City has a Down Payment Assistance Program (DPAP) for first-time home buyers. A zero interest loan can provide up to $6,000 toward down payment and closing costs and is available for homes located in St. George City. St. George City has elected to utilize Community & Economic Development division staff here at the Five County Association of Governments to administer this program for the City. Because funding for this program comes from Community Development Block Grant (CDBG) funding received by St. George City, this program is only available for homes that are located within the St. George City limits. The most notable changes to the program from last year are: 1) the maximum DPAP lending amount has been reduced to $6,000, and 2) If the home is not sold or refinanced within 10 years then the loan becomes a grant and is forgiven. Funding for this program is made available each July and the program continues until all of the allocated funding is depleted. Information about

Notice" (UPMN) web site. You can search for our
meetings by
date
or subject keyword. To locate all of the meeting
announcement postings published on the UPMN site by the Five County
Association of Governments you can use this
link and use the "Advanced Search" tab. You will need
to type in the word five into
the "Entity"
box, highlight the "Five County Association of Governments" link that
comes up, select a date range you want to view and then click on the "Submit"

SR-9 ZION
CANYON
SCENIC BYWAY CORRIDOR MANAGEMENT PLAN COMPLETEDThe Five County Association of Governments' Community & Economic Development program staff recently worked with the communities of Springdale, Rockville, Virgin and LaVerkin on the development of a Scenic Byway Corridor Management Plan (CMP) for the portion of SR-9 from the Junction of SR-9 and SR-17 in LaVerkin and Zion National Park. This specific portion of the State Route 9 corridor is called the 'Zion Scenic Byway' in the Corridor Management Plan document. Following adoption by the four local communities and Washington County late last year and early in 2011, the Utah Legislature approved the Plan by passing SJR4 during their 2011 session. It should be noted that the entire state managed segments of SR-9 are already a State of Utah designated State Scenic Byway known as the 'Zion Park Scenic Byway'. We are holding monthly work meetings with a planning team made up of local, county, state and federal agency staff and/or officials. The purpose of the Corridor Management Plan (CMP) is to identify, locate, and describe meaningful intrinsic values along the corridor. The document is a locally developed general plan for a coordinated and collaborative approach to marketing the value added to the corridor communities by a scenic byway and provides a framework for later implementation efforts. A locally developed CMP is also necessary in the event the local jurisdictions along the corridor and the state of Utah determine to apply to the National Scenic Byways program for designation as a national scenic byway. It is anticpated that the Zion Canyon Corridor Council will submit and application for nomination of this segment of SR-9 for National Scenic Byway Status. The Five County Association of
Governments has just published its Annual Report for 2010. The Annual
Report was presented to, and accepted by, the Association's Steering
Committee at their meeting on October 13, 2010. The report
provides brief summaries of some of the principal achievements of the
Association's programs and activities which took place during the
period of July 1, 2009 through June 30, 2010. The Annual
Report is published as a service for the use and benefit of the elected
officials in the five county region of southwest Utah; appointed boards
and commissions; local, state and federal agencies; and the general
public.

2011 UPDATED REGIONAL HUD CONSOLIDATED PLAN AVAILABLE ONLINEThe Five County Association of Government's HUD required Consolidated Plan documents the housing, community, economic development, homelessness and other special needs in southwestern Utah. This regional Consolidated Plan is updated and amended annually by the Steering Committee of the Association. Staff from the Community Development Program and Human Services Program of the Five County Association of Governments work to prepare the annual update for adoption by the Steering Committee. Please click HERE for more information on the Consolidated Plan. A consolidated list of the
anticipated capital needs for eligible entities is submitted each
December to the Utah Permanent Community Impact Fund Board for each
county area in this region. This list is produced as a cooperative
venture of all the eligible entities within each county area and is
coordinated by the Association's Regional Planning Program
Planner, Gary Zabriskie.
The lists include a short term (one year) and a medium term (year two through year five) component. The lists contain the following items: jurisdiction, summary description, project time frame, anticipated time of submission to the CIB, projected overall cost of project, anticipated funding sources, the individual applicants' priority for their own projects, as well as the county area priority for each project (on 1 year list only). Projects not identified on a county's or DCC's list, will not be funded by the CIB, unless they address a bona fide public safety or health emergency or for other compelling reasons. It should be noted that the 1 Year Capital Improvement Lists in Garfield, Iron, Kane and Washington County were amended in early 2011.
