We provide communities with support in administration, planning, and funding. By combining these three areas of expertise, the department helps local governments strengthen operations, plan for future growth, and secure the resources needed to achieve their community goals.

Administration

Strengthen government operations through budget development, personnel policies, compliance with state statutes, and strategic goal setting for elected

Assist communities with long-range visioning, general plan updates, zoning ordinance compliance, and navigating growth management strategies

Funding

Secure resources through grant identification, infrastructure funding planning, and managing state and federal funding coordination

Technical Planning Assistance

Assists communities with general plan updates, land use ordinances, planning reviews, GIS resources, and other tools for managing growth and development.

Community Development Block Grant

Helps eligible communities fund qualifying projects that benefit low- and moderate-income residents, improve public facilities, and address local needs.

Community Impact Fund Board

Helps eligible communities secure grants and low-interest loans for essential public infrastructure, including water, wastewater, public safety, and other qualifying projects.

Hazard Mitigation Planning

Works with communities to identify natural hazard risks, develop mitigation strategies, and plan investments that reduce future disaster impacts.

Comprehensive Economic Development Strategy

Brings regional partners together to identify economic priorities, strengthen competitiveness, support job growth, and guide long-term economic development investments.

Local Administrative Advisor

Provides guidance on budgeting, personnel policies, state requirements, strategic planning, and day-to-day operations to strengthen local government capacity.

Economic Development (RLF)

Provides gap financing to eligible businesses to support expansion, investment, and the creation or retention of permanent jobs in southwestern Utah.

Regional Capital Improvement Planning

Helps communities inventory infrastructure needs, prioritize capital projects, develop multi-year improvement plans, and prepare for future funding opportunities.
